7-minute video of the Fuller Center for Housing house-building project for Katrina evacuees who have decided to make their home in Shreveport, Louisiana. The Fuller Center for Housing was founded in 2005 by Millard and Linda Fuller, the co-founders of Habitat for Humanity.
1,500 people were killed because they dropped out of terrible schools and couldn't read about evacuation procedures the week before. Many never got decent paying jobs because of their low educational attainment, and thus, could not afford a car. Additionally, there has existed for many years a culture of flagrant lawlessness - when the State and the City told them to leave, many (who had literally gotten away with murder since Morial) simply decided to "do whatcha wanna."

Sometimes I wonder why out of all places, this happened in New Orleans - where I have lived my entire life. After long introspection and examination, I have decided that it could ONLY happen in New Orleans, where the gumbo of incompetence, corruption, and decades of lowered standards in education and law enforcement combine with natural forces to create the perfect storm.
