DJ Spooky is illbient. he didn't create the genre per se, but he defined it/perfected the style in my opinion.
if you guys want some really good illbient music, I suggest checking out his first 2 records "Songs of a Dead Dreamer" and "Riddim Warfare", the latter being my favorite. the "Synthetic Fury EP" is great as well.

Illbient is a subgenre of Downtempo. It's Dark Ambient mashed together with Breakbeats.

Electronic Music =/= Electronica
Now, with that said; here's another quick formula!
Electronic Music -> Downtempo -> Chillout -> Illbient
This track is clearly illbient, you just can't deny that fact. xxTanaTxx is right, you can't just look at anything with a programmed beat and call is Electronic Music. That's not fair! You have to use a little more detail than that.
