Curious if coolant would help or hurt the cycle time if it were added...

That endmill is designed to run dry. At that speed, coolant would kill such a tool.

Sorry it took so long to respond but soundsparkk is right! In hardened steel materials coolant is not used. Mist coolant is okay but flood coolant will thermal shock the tool. The AlTiN coating acts as a heat shield between the tool and material.
