I don't think he's a nazi. I think the joke is ironic: populations forget political history; they're living in a police state (which disseminates historical knowledge) and have forgotten that the swastika represented a police state. We live in an era where statesmen effectively re-write the history of the USofA to suit there own ambitions.

@11weinstein Hardly, this movie was funny BECAUSE there was so much distopic fearmongering. Brave New World, Farenheit 451 and 1984 were written and adapted into film way before this, and coincidentally, Soylent Green came out the same year.
Plus, fuck you, universal health is a good thing.
