The target vessel's CIWS and SAM defences are geared to intercept sea-skimming cruise missiles, not ballistic projectiles. Also, the speed of such an anti-ship ballistic missile (the Persian Gulf reaches mach 3,5-4 at impact), is clearly greater than that of any existing anti-ship cruise missile incl. hypersonic ones. The Persian Gulf and China's ASBM, precisely because of their vertical flight path and speed, are much harder to intercept than missiles that fly parallel to the sea.

@2eyedrops I think you're confusing ballistic / cruise. Iran has what you are referring to, see for ex the Iranian-produced Noor anti-ship missile, which is a sea-skimming cruise missile developed from China's C-802. But that's old news already.
This Persian Gulf ASBM is not a cruise, but a ballistic missile: it isn't intended to follow a horizontal flight path, but a ballistic one. China has a similar anti-ship ballistic missile, which the US navy admitted they have no countermeasure against
