Well, it's an interpretation of the director, but all these people, like ulrike meinhof, andreas baader, gudrun ensslin, rudi dutschke (horst herold, too) were real persons and their attacks scared whole West-Germany. The Shah-demonstration in West-Berlin existed too.

Yes it is based on real events. However I'm not knowledgeable enough to say how true to reality the movie is.
