I'll bet you $5 that the Orland Park cop at 40:00 is LYING when he says "you broke the law" by doing 10mph in a 45 zone.

*Minimum* speeds are exceedingly rare. (As opposed to the usual, maximum legal speeds (aka speed limits.)) I bet $5 that that road does NOT have a minimum speed, and that the cop knows that. Maybe he doesn't know it, but I'm betting my (imaginary) $5 that he does, and is therefore b.s.ing.
