Yes, its not recon. Except it used to be, but hackers looked in halo's code, and found the IWHBYD Skull. So Bungie removed it.

Well, a while ago there were clues bungie gave out that talked about a rock wall and stuff about a marine. Apparently this is the marine that if you find you get recon, but since this is on youtube bungie probably removed the ability to get recon from finding him :(
