Not if he wants to focus on the last part of the lockout? It's still a legit movement. Just as the olympic weightlifters do hang clean, romanian deadlifts and all the other different parts of a full powerclean/jerk, a powerlifter can do the different stages of a deadlift depending on what the goal is.

Due to a lower back injury(doing 260kg regular deadlift),this is the most comfortable way for me to lift without aggravating it.Thanks for the comment though.
