is it possibile to burn mac os instalation disc on regular windows based pc and then use it to install ond mac?

i have a question, do u need to install it on a mac that already has mac OS X 10.6.6? And, does leopard change anything. Because when i first got my mac mini, i saw that it had the leopard installation disk, but i didn't know if i need to install it or not. the mac mini is a late 2009 model. Then i didn't know what leopard was. So, can someone help, because im not sure.

#1. That little 20 inch was an upgrade from a 17 in pc.
#2. That little 20 inch fits on my desk perfectly, anything larger is to big.
#3. When i saw the 24 inch they looked way to big
