Well trains run on a regular schedule and if any deaths occured down there, business would drop sharply, something no merchant wants. They probably have a system worked out to prevent accidents.

Just because its an overpopulated area doesn't mean the people living there suddenly lose their ability to be inventive.

I saw something like that , on video of course. But I think the scene I hav previousely witnessed happened in India. U see the marchan leaving way for the track too, train goes, then as if nothing happened , vendors reclaim their space ... Is that Good ?, do you know how many people are injured by the train. Check this out before you think this is ingenious, Those areas are under serious developpement presure.
