If you hike far enough up a mountain the balloon with do the same thing because the air pressure will decrease on the outside of the balloon causing it to inflate!

it was kinda funny when my teacher was doing this. there was this girl covering her ears thinking that the balloon would make a huge pop noise when it would burst, the face she made was funny. little did she know that it wouldn't make a noise if it popped since it was in a vacuum

No man made vacuum is a true vacuum at this stage in technology, we can get most particles out but not all.

Small air particles are constantly colliding the walls of the balloon. Air particles out side the ballon are too hitting the balloon except on the outside. The balloon to begin with is in an equlibrium state, whereby the force acting on the outside of the ballon equals the force acting on the inside hence is consistant state. Removing the exterior pressure unbalances this equlibrium causing an increase in volume. The increase in volume means a decrease in internal pressure to compensate.

When the bottle is in vacuum state, then there is no atmosphere pressure inside the bottle, so the balloon will inflate because there is no pressure acting on it.

@ScienceFunfull when the vacuum is created the baloon takes up the space that was taken out.
