It's called a Hilti nail gun that drives hardened nails into concrete. They were around long before tapcon screws or concrete fasteners. They are very efficient as long as there is nothing in the concrete such as waterlines or heating lines as it could be possible to hit a soft spot in the concrete and hit the pipe. Driving a concrete nail can be a task if the concrete is old as it gets harder with age. New concrete is much softer and concrete nails can be used. Many different ways to anchor it.

I don't know about this specific tool, but with most power tools of this sort you have to apply quite a bit of pressure against a flat surface with the end of it for it to fire the nail, so your finger is pretty safe if you're using it properly.

the nail doesn't go in, until its been cocked. The striking pin returns to its original position when you cock it so the nail fits.

You have to push the front of the gun into whatever you are anchoring to depress a spring which will allow the firing pin to strike the cartridge when you pull the trigger- it's common practice to load first because of this...

I am not sure if this is correct, but it seems that it would be much safer to load the nail in then cock it. If that's not how this gun works I would be surprised. Either that or blow a nail through your finger.
