Russia is probably the most untouched genetically, country next china and those other asain countries, Chances are africans or blacks in general want to "go have fun" there because their economy isn't doing too good and its not the best place to live.

There are poor neighborhoods in every country. "Hood" is just a word for poor neighborhood, and usually they consist of all races (white, black, asian, hispanic, and ect..).
