well they made cleopatra a boss only to give the game more play and look, in the movie lucifer tells beatrice that he and cleopatra were once married so maybe that's why she has reign instead of punishment, in the book she was in the winds along with everyone else, and minos reigned the second circle instead of her. but what i don't get is why they made malacoda they way they did instead of the way he was in the book, if they followed the book he would have been terrifying.
