I am really amazed at what your telling me. Polling places are littered with people passing around handouts endorsing candidates. I have been voting for many years and I never remember no one being there with handouts. Police usually come back and forth and never say anything to them. There has been much discussion about what goes on at polling places in Philly. This hasn't been one of the issues. I'm thinking maybe it is not law here.
