from some things I've read and watched the cicada is laid in a hole in the ground, incubates or pupates (not sure which) for about 3-5 years, then hatches to go to the surface for mating reasons, the sound you hear is really a mating call, males and females each have a distinctive sound not obvious to the human ear, only to each other. After mating, the males die and the females live for about a week or two so they could lay the egg. If my info is wrong please inform me.
