Another attempt at a decent glow effect with sony vegas. This one looks better as it blooms (glows only the bright spots). Every 3 seconds or so it will switch between the stock footage and that with the glow effect.

Copy the layer, then use the secondary color corrector to select only the bright spots, send the rest to Alpha = 0. Blur it with a guassian blur, add a bit of luminance to brighten it up and overlay.
