the ONLY reasonable consequence is: he gets his dick chopped off and made into tacomeat. Then a taco is made with that tacomeat. He is served the taco by George Estrada and george says "Don't back down from your promises now" After mayor dickhead eats the taco, george shoots him in the face for good measure. I know this sounds like just a slap on the wrist, but that's how i would handle it.
