It's a patcher called "BootstrapperPatch.exe" and will make sure your BattleForge game will get ready for upcoming greater updates. The installation description can be found either here or on at the forums: http://forums.battleforge.com/forum/showthread.php?p=916423 .
*-Download BootstrapperPatch.exe:
http://static.cdn.ea.com/battleforge/u/f/eagames/battleforge/battleforge/reta...
(Any web browser will do. Google Chrome, IE, Firefox, all fine.)
*-Run BootstrapperPatch.exe, select your BattleForge game folder (By default: C:\Program Files\Electronic Arts\BattleForge) if this is not done automatically. Hit "Install" and wait for the program to patch 3 files: Bootstrapper.exe, dvm.dll and bs.dll. The login screen will pop up.
*-Login using your BattleForge account. BattleForge will now Patch.
*-Login once again and start the game like you'd usually do. BattleForge will write the new files and start up normally.
*-All done! Your game is now patched and ready for future updates!
Enjoy the patch, and help spreading this video to let all others know!

How come i can set my texture settings to high?

@Attikah As far as I know that's always been an option. But that depends on your PC, really, perhaps high-end textures work fine, perhaps they don't. Try it out ^_^
