I think the term is specifically used here due to the presence of Independence Party members on the board of Common Cause (is former Rep. Tim Penny still a DFLer? or a member of the Independence Party? or simply an independent?). Moreover, Dean Barkley's place in this specific race is very important. He ran as a member of the Independence Party, and received over 15% of the vote.

What about the large number of blacks who voted against gay marriage? What's up with that? Especially since whites and the gay community stepped up and did the right thing and the only intelligent thing and voted for Barack Obama.

I think the word "tri partisan" was used with the specific objective of including independents or supporters of 3rd party candidates. Common Cause does support a more open election process, particularly the inclusion of 3rd party candidates in presidential debates.
