it's bacause in marcos' dictatorship, there are very tight laws.

Well in a developing country where there is a lack of money, you cant really do anything with all the corrupt things going on. People dont have a say in anything and everything is being done under the table.

if you would ask me.. I would prefer the old kasi, it is less polluted and clean, unlike now... but then if our government would change instead of keeping the funds w/them, they can help our land to propagate by means of cleaning and restoring everything to bring back the old clean city. [that is for my opinion]
