Downtown Eugene homeless sleeping on streets

This video was taken at 11am in a residential neighborhood of Downtown Eugene, less than 5 blocks away from the county courthouse and Eugene Police Station. The black plastic bag you see is the type of bag that comes from the market on East 11th that sells the cheapest beer in town. I see homeless people buying alcohol there daily.
