Penn, The police were escorting the parade, not breaking it up. Now after Katrina there was a real controversy because the city started charging A LOT more for this service. I am not really sure how it was settled but I think a compromise was reached because I have not heard more on the subject.

People away from new orleans don't know anything about these kinds of things if only they knew how we as a beautiful city enjoy this traditional event thank god for you all to place this on youtube,I miss home so much I was brought up in this enviroment thank you so much,NOTHING LIKE HOME, I'M

I'm from New Orleans and I don't know either.
It seems the spontanouesness and free-dancing and playing appears fearsome to many people, including the police. Most people that are negative about second lines don't understand the tradition and have never actually been in a second line.
It is a shame that one of the few American cities that does have a lot of cultural tradition does not protect and cherish it, but on the contrary, it fights it.
