She's wrong-- the 10th Amendment doesn't say "all powers not GRANTED to the federal government--" it says "all powers not DELEGATED TO THE UNITED STATES."
DELEGATED. Each state was a SOVEREIGN NATION UNTO ITSELF, and the Union wasn INTERNATIONAL republic--- NOT national.

The 10th Amendment says "all powers not DELEGATED." This means that NO powers are granted to the federal government, but that they all belong to the states RESPECTIVELY.
