@osan135 yes, perhaps he planned to do it but in the same way you plan to shoot someone by aiming the gun at their position you have to actually make the final move, pull the trigger. Summoning susanoo before the lightning hit him would require him actually reacting to it. And this "commotion" was the light from the lightning bolt traveling towards him, nothing more. As zetsu stated for the lightning bolt 1/1000 of a secound to reach the ground BTW.
@stanleythedoogle as I was telling you, as soon as he saw the sky shining he could have activated, the thunder wasn't as instant as any "normal" thunder, it was too flashy to not see it, you could see the Dragon and he may have prepared Susano'o in all that time not activated, just planned to do it, and activated as soon as he saw the whole commotion that it took to release the thunder.
@osan135 when he saw the sky shining the lightning bolt was already on its way down, sasuke had already signalled it with his arm. Don't know about the luffy feat, i'm just arguing for itachi.
@stanleythedoogle I don't think Zetsu was looking at Itachi when Sasuke made his attack, like I said, he must have activated when he saw the sky shining, in OP, Luffy reacted to Enel's lightning, before he knew that lightning was going to fall, he even reacted to save Conis, also, they could see bullets before the time skip.
@osan135 No, the single eye being opened shows that susanoo was not already summoned, because like i was saying BOTH are required. In addition, zetsu who was not under genjutsu at the time would have identified susanoo, if it was already present. Pain was very fast, FRS crossed a 1.5km crater in a single secound, he dodged it from inches away. And someone needs sharingan to track fast objects, well i guess OP can't track it either nor anyone else for that matter.
@stanleythedoogle he knew that a lightning was descending, so before Sasuke made Kirin fall, he must have activated Susanoo, and Pain wasn't the fastest so comparing him to Kyuubi doesn't make a good comparison, to prove speed, Kyuubi also doesn't have the Sharingan, so his vision seems to be normal, meaning he can't follow high speeds.
@osan135 in the last comment when i said "followed/reacted to susanoo" i meant kirin. Also minato blitzed the full kyuubi from a good 100 metres away, 6 tails of 50% was faster than deva pain.

He needs both to do so(one for amaterasu, one for tsukeyomi. together, susanoo is created) meaning that he followed/reacted to susanoo at a certain period of its descent.
@LeWadeJr Naruto only dodged one, not all of them, he just reacted to that speed, not that he was faster, and Kakashi saw his back with cape (kind of) that he had, not that he saw the same speed, otherwise, he wouldn't be able to see him, after all, Sharingan can't follow the lightning speed, (Sasuke vs Itachi, Kirin), and we don't know how fast was Minato.
