Army vehicle runs over boy, Darjeeling tense

DARJEELING, Nov. 13: A vehicle of the Army Supply Corp (ASC) ran over a 14 year-old boy at NC Goenka Road near a fuel dump around 12:45 p.m. today.

Harsh Agarwal a class seven student of St. Joseph's School (North Point) and son of Dhirdham resident Mr Omkar Garg was standing on the roadside with his two friends when the vehicle while reversing hit the boy with its rear wheel.
Two of his friends managed to dodge but Harsh was hit on the head when the vehicle backed up killing him on the spot, said an eyewitness, Mr Sandeep Lakhotia.

An angry mob immediately surrounded and vandalised the vehicle and another Army truck following it, forcing the Army personnel to disembark. The driver managed to flee but one army personnel pointed a rifle at the mob, alerting others in his company to do the same, Mr Lakhotia alleged.

The mob also destroyed an Army small vehicle coming from Lebong at Chowk Bazaar and a Dogra Regiment colonel on board with his subordinates was manhandled. Shops immediately downed shutters and vehicles halted for the rest of the day after the tension erupted.

According to the official, the seven-lorry ASC convoy had come with supplies. They are not even from my regiment and I had come on goodwill to pacify the crowd. But they refused to listen and assaulted us, the heckled official said.

The police escorted the ASC men from the accident spot to Sadar police station but were assaulted nonetheless. The crowd followed them demanding the arrest of the driver and the victim's uncle lodged an FIR against the driver.

When nothing came of it, the angry crowd brought the dead body after post mortem to the PS and continued to picket. Some from the crowd broke the windowpanes of the PS and pelted stones following which, the special riot control commandos lathi-charged to disperse the crowd.

The driver of the offending vehicle was arrested in the evening and the police seized the three vehicles. He is liable under sections 279 (rash and negligent driving) and 304A (death due to rash and negligent driving.) After he is arrested he will probably be handed over to the Army as per norms, said the IC sadar police station, Mr NT Sherpa.

The Army was ready and waiting for the orders or action , but at the last moment as they were approaching out of the gates they were asked to come back. The situation was really tense and the army would have butchered the civilians.

All in all i think it was good that the army was called back .. the driver of the Truck had anyways surrendered to the Police immediately after the accident and the army man which you see was the only other person in the truck .

its shame that the civilian overpowered the ARMY. where was the ARMY and CMP. i could only see 1 Soldier and there were no ARMY reinforcements.

ARMY Soldiers abondoned the ALS AND GYPSE which was not correct. THESE civilian should have been bashed up by the ARMY.
