Its not that the Police didn't want the passenger, its that the driver was causing a larger public threat, therefore he needed to be stopped, rather than the passenger.

well i also think ..that suspect didn't escape coz........police helicopters MOST OF THE TIMES uses infrared or thermal detection camera in order to see at night and in daytime too.........the huge flashing lights in helicopters are just for the ground unit to position the suspect...........
