There is no difference between men and women in brain capacities. The difference resides in outer appearance. Your question ( why shouldn't men wear a niqab ) is like asking why shouldn´t women grow a beard?

Don´t only look at Islam to understand, in the church in Christianity, the nuns cover more than what the monks cover... why ?? Because women have more to cover. Same thing in Islam .
