That is more like 1x-RTT speed's. He is probably in a basement. I tethered mine last night on my Motorola Droid with version 2.12. I am 20 miles east of Pittsburgh on top of a large hill. My office is ground level with a window. Just for perspective.

1-Ping - 221 ms
2-Download - 1.2Mb/s
3-Upload - .322Mb/sec

Very Happy!
Verizon will be charging $30/month for "their" tethering service starting in January or February.. PDA net Rules. the newest version is

The slow speed is because bandwidth is shared between all devices currently connected to the tower. If you were to try at different times you would end up with different results. Theoretical bandwidth for a tower is between 1.8Mbits and 2.4Mbits (depending on the tower tech), depending on how many users are accessing that bandwidth is how fast your connection is.
