We don't know. We did it for a couple hours with no complaint, but then we got yelled at by a harbour artist who said that we were taking away from his business and making too much noise. I don't think you'd need a permit if you were wandering around the city, though. Maybe in the harbour you might.

me and my cousin walked into a bar with 2 free hugs signs... and the chick there said... Do you relise u need a permitt.. if u dont have one its a 225$ fine on the spot i was like WTF?!?! ITS FUCING FREE HUGS U BITCH
