10-4! Yea, that's the method we use anyway because we lay such a large amount of track at one given time so it help's speed up the process but the way you are putting it down is more suitible because it's a small layout.

Yeah, code 83 is just a tad shorter than code 100. It will work the same.

Oh, of course. As long as it is not too tight, any HO or OO scale model train will run on it. Say that you have a piece of track that is shaped like a U. If you measure across(from the beginning of the turn to the end of the turn) and it is less that 20 inches, any Thomas model should run on it(or mostly any medium-sized model for that sake).
I normally pour the ballast in the center and let it spill over by running my finger down the middle then using a brush to touch up. Afterward's taking the handle of the brush and lightly tapping the rail head's until it's all even and settled in and if done just right you won't have any ballast on the ties after to glue is dried. Also applying the alcohol I found is much easier done with a small spray bottle to mist it on.
