This is a common misunderstanding. This Dharani has many uses besides being recited for the deceased. The 2 main ones is to root out karmic offenses that hinders our cultivation of the Pure Land Dharma and in seeking rebirth in Sukhavati. So, all sentient beings can use it to benefit themselves and others, living and dead.
When one cultivate Dharma, there's no need to fear any being, including ghosts. A mind of compassion and wisdom is what one cultivates for and not a culture of fear.

All cultivators are Dharma guardians, that includes ghosts as well. The Sutras have examples of them and all other beings acting as protectors of cultivators and Dharma places. The best way to help them is via transferring merits to them and being a good example for them and all others to follow. The worst ghost is inside of our hearts. That is the 'ghost' that we need to conquer daily. Like humans, there are good and bad ones amongst them. So this Dharani can transform us and them.
