For me Damon Hill and Nigel Mansell were fantastic drivers and gave performances that would match the levels of the greats, even to people like Senna, but crucially they lacked consistancy which ultimately cost them.

@lucardi1000: I can't agree with Nelson Piquet - Hill was a good driver. Not as great as Schumacher, Mansell, Senna or Prost, but still good. He was unlucky to compete against Schumacher who was way better and made his performance look poor in many people's eyes.
