True, they generally are not considered tornadoes unless they hit land but technically they are tornadic. Particularly those spawned by supercells.

Waterspouts can sounds?

Waterspouts are often very beautiful. Notice how they tend to "hover" there all 'peacefully,' unlike tornadoes that rampage over the land. XD

We saw one of these in Sea Isle, NJ... then it moved down our street, ripped off our cars bumper and lifted up our patio table and it NARROWLY missed our car... really weird
Was that the morning that there were two tornados that touched down in the water around Surfside and Bal Harbour?

Can water spouts form into tornadoes? In other words. Can water spouts form go on land?

Yup! They don't usually, but they can (... and did in this case)... The opposite is also true (The 1997 Downtown Miami tornado is an example as it originated on land and crossed Biscayne Bay)... :)
