Hi could you please tell me which one is most appropriate for shorter necks to give them some sort of length to them? Will that be the spread collar because it is short and might make the neck seem a little longer?

I disagree. A button down collar is less formal, more casual. It's a good collar to wear for business casual. It can be worn open or closed, with or without a tie. It is not suitable for formal wear.
