This is purely playful. I own a rott/Pitt mix and he treats our kitty the same. When we first got the kitty he acted scared but brave just like this little guy. It's only animal behavior and I bet even if that dog wasn't on a chain he would have neverrrr attacked that cat. He just wanted to play! Give the kitty some time and they'll be playing and cuddling every day.
