2 things:
1. You can't judge intensity by size. Looking at the debris flying it could easily have been an EF2 or EF3
2. F2, F1, and even F0 would still be a tornado.

That's a tornado... a mild one but you wouldn't stand a chance if you got within 10 yards of it.
