In reality, actual machine code programmers (they still exist) use hex, not binary. So, whatever odd machine you're programming with an 11 bit instruction size (5+3+3) would actually use 213, not 00010 001 011. There would be some extraneous zeros... screw this:

@PCGamingHQ Good one, I feel bad that i took me more than 2 seconds to figure out that 10 was not ten but two. I know c and c++, time to work exclusively with individual bits.
