I cant write the whole reason of not crossing LOC... but, summarily the reason was:

Protecting NH-1 was critical for Siachen. By not crossing the border, we did not let Porkis to engage openly in the war. That meant a lot of things strategically (both militarily and politically).

Because of that one single decision, we have turned the world pro-India and nearly calling pakistan a terrorist state.

Its not about guts. Its about being Chanakya.

Well there may be some BJP generals who wrote about the importance of not crossing the LOC.

It was more of a political decision than a strategic decision. Indira Gandhi had the guts to invade Pakistan and split it. BJP didn't have that guts.

It is easy to say 'i wasted my time' than arguing in a healthy way :)

Finally, about Kargil, it was a masterstroke by not crossing LOC. else, it would have been a war where international community would have got the right to interfere. Your dumb minds cant get it.

What about Kargil when BJP didn't allow the Indian Jawans to cross LOC. The Jawans had to fight a war with their one hand tied to their back.

What about the BSP Jawans who were harassed by Bangladeshi Rifles? We were humiliated by Bangladesh... BANGLADESH.. when BJP was in power.. what a shame!

Its about what they did. The current fencing of Indo-Pak border. The half-complete fencing of Indo-Bangla border; and Zero tolerance towards terrorists is what BJP did.
