They don't match because the producer of this video didn't care if they matched. This video is about 2 pretty ladies dancing and mimicing the Hippo and the Dog video. If you watch the mouth of the busty gal very closely you can see that she is pretty close to some of the lyrics, but not all. Since the point of the video is about the 2 girls dancing to the Hippo and the Dog video, the producer didn't spend much time on the the lip-synching. He probably didn't care if they were even singing.
