mmm, I was under the impression 思う was for thinking in the sense of uncertainty:
*I saw something, I think it might of been a cat.
*I think i might go shopping today.
*I think he might be shy.
考える is an active thinking process:
*What are you thinking now?
*Try think about it from another perspective.
*Think about it once more before you make up your mind.
Lets look into this. Let me know what you find

運転じゃない --> 運転できない
isn't drive --> can't drive
猫を思いなさい --> 猫を考えなさい
thinking of a cat --> think of a cat

Hey, thanks! Made this awhile back now and a few weeks ago I realised the ja nai vs dekimasen mistake and am now fully clued up on the verb dekiru.
I disagree about the second point however.
Omou = to think
Neko wo Omoimashite imasu = to be thinking of a cat
Omoe = Think of!
Omoinasai = Please think of.
Neko wo Omoinasai = Think of a cat. (politely)
You're saying "Please rethink/reconsider a cat."
