The original design the XPT is derived from (the British Rail InterCity 125) routinely operates at 125mph (201kph) in anything up to 2+9 configuration (2 power cars, 9 passenger), and has achieved a record-breaking 148mph (238kph) under special circumstances. The XPT is effectively lower geared, so couldn't do 125mph in normal service, but would be relatively easy to refurbish back to the full 125 design and engineering, if the investment was made in the track and support infrastructure.

I am not a railwayman so I don't know the horn signals. The XPTS only run on the NSW standard gauge network, and interstate to Brisbane and Melbourne. The nominal speed limit is 160kph though since a level crossing smash in May 2004 trains have been limited to 120 in NSW. The speed record for XPTs was set in 1992: 193 kph (119.9 mph). They are capable of faster but are restricted by poor tracks and politics.
