Ofcom looked at these under (ECR Regs 2006) and found them completely legal.

They're illegal. Read the EMC regulations and you'll discover that.
Just because something is widely on sale, doesn't mean it's not illegal!

technology is dubious as mains wiring is not designed for or compatible with networking-
I have heard that such adapters slow down your broadband connections too-probably not EMC compliant - hence interference.
