We had a bubble economy with 2 low of interest rates under Clinton which started the housing bubble and caused the nasdaq bubble to get out of control. As Paul Krugman put it when quoting a person from pimco in 2002 "Alan Greenspan needs to replace the nasdaq bubble with a housing bubble. Interest rates went even lower and with infinite money being pumped into the economy deregulating derivatives was costly as it let I.E. Goldman Sachs take advantage of the bubble.
