Woodson's sack fumble shouldn't have even applied to the tuck rule. It looked like Brady had actually completed his "tuck", but it was a close call. Still though, that call was essential in costing the Raiders the game. Some people may say, "Well the Raiders shoulda stopped the Pats in OT," which is true, but here's something else to consider: the Pats were given an extra chance when they should've lost, and they just ended up making the most of that extra chance.
I can see it being a fumble after the ball passes the point of no return, but not before. Now that's a no brainer! In your example, you don't have a forward pass unless you are throwing the ball. If you had said that, I would believe you, but if your arm is going forward, and it's not past the point of no return, then it should be an incomplete pass.
If you get rid of the tuck rule, then when does a forward pass start, and when does it end? It's much easier to strip the ball when a quarterback's arm is going forward. There has to be a rule that if a quarterbacks arm is going forward, it's a pass. It's not that complicated. You can hate the rule all you want, but the rule has to be there.
But the tuck rule takes away the intention of throwing the ball. That's why any argument by any Raider fan is nullified by the tuck rule. And the tuck rule is there to protect quarterbacks. As long as your arm is going forward, the tuck rule protects you from losing possesion of the ball because it's very easy to strip the ball when your arm is going forward. I like the tuck rule, if you're arm is going forward, it should be considered a pass.
@muffinman2874 You are correct and that's why the refs had to rule in 2002 that Brady made an incomplete pass. Don't blame the refs, blame the ridiculous rule that hopefully will be changed someday.
P.S. I would have loved it if right after the refs had overturned the call the head referee had announced to the crowd, "We are doing this very reluctantly. We simply can't change the rule book during the middle of a game. Our condolences to all Raiders fans. That is all."

Nfl analysts have determined that it was the proper interpretation of the tuck rule, but they believe that it is a dumb rule.
