This military is one of French President crew member in it's travel. He could be in charge of the president security, he could be in charge of the carrying of the nuclear force de frapppe red button, he can simply be an advisor...

I said earlier he was probably his chief of staff (chef d'état major) but he's not:
steiger is his "aide de camp", I don't know how you would translate that in English.
every French 5th republic president always had one of them by his side so IMO there's nothing odd there.

military dude, not sure he's French Navy though, he might be Air Force... anyway he's most likely Sarkozy's chief of staff (chef d'Etat Major)

He's Admiralty. Here, in this news item, are no coincidences at work. It is a diplay of M.A.L. Why can Sarkozy not carry the papers by himself? And if he's Sarkozy's chief of staff, then there would be a mix-up of politics and military. And why a Admiralty person, and not someone from the Air Force? Was this press meetng on a ship?
