And merry old england is very good in avoiding european regulations. They are not part of the euro zone and fortunately not responsible for the desasters of said euro.

She IS head of state. She has to appoint the PM. Until sep 2011 it was her right to dissolve the parliament at any time and she can still veto a bill. No bill becomes law without royal assent. The Queen does usually never use her power, but it's still vested in the crown.
For a rare occasion of refusal see "Military Action Against Iraq (Parliamentary Approval) Bill" of '99. It sought to transfer the power to authorise military strikes against Iraq from the monarch to Parliament.
