Well, yes and no, "kami" or "____-gami" by itself or in conjuction can mean a "spirit" in the sense where it has domain over a certain concept or physicality. Kami-sama, is usually refers to "God" in a monotheistic/henotheistic way; implying a sense of highness above the other "gods" in the sense of spirits. e.g. Japanese Christians refer to the Judeo-Christian God, as "Kami-sama".

Of course, I do not mean to impose any theological significance, and this is merely conceptual.
