You wonder why starfleet never developed drone fleets. Unmanned starships could attack with 100% power, not having to power life support or crew-dependent systems. No medical bays would be necessary.

@09kolmann until the war Starfleet was not a military organization, it's purpose was always exploration.
besides, a crew is necessary on a starship in order to make repairs and fend off boarding parties that might try to take over the ship.
